POSITION PURPOSE:   

Reporting directly to the Chief Human Resources Officer, the Title IX Coordinator is responsible for coordinating Alamance-Burlington School System’s (ABSS) compliance with Title IX of the 1972 Educational Amendments Act and other related discrimination laws, as well as serving as the District's primary administrator for resolving complaints alleging misconduct, specifically sexual misconduct, gender-based discrimination, harassment, intimate partner violence, and stalking for students, faculty and staff.

 

EDUCATION, TRAINING, AND EXPERIENCE:

Bachelor’s degree or higher in Human Resources; Educational Leadership; Student Affairs; Counseling, Social Work, or Mental Health; Public Policy; Government; Legal Studies; or other related discipline or related field from an accredited institution required.

 

CERTIFICATION AND LICENSE REQUIREMENTS:  

Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.

 

PREFERRED QUALIFICATIONS: 

Two (2) years’ work experience required in progressively responsible positions in an area(s) such as employee relations, conducting investigations, administrative experience with discipline processes and policies, human resources, or school-based leadership. Master’s Degree or equivalent experience in Educational Administration or related field. Extensive knowledge of Title IX, Americans with Disabilities Act, and other applicable civil rights and employment laws. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

The following tasks/competencies represent the majority of the time spent working in this position. As needed, the supervisor may delegate additional tasks within the scope of this classification.

  • Oversees and coordinates the District's efforts to comply with Title IX of the Education Amendments of 1972; coordinates ABSS’s response to all complaints involving sexual misconduct, harassment, and discrimination, including collaborating with District Human Resources on all complaints involving employees, monitoring investigations, reporting findings, identifying and addressing any patterns, and assessing impacts on the school climate.
  • Serves as a point of contact to school administrators, faculty, staff, and parents/students on Title IX regulations, policies, procedures, and matters related to diversity, civil rights enforcement, gender equity, sexual harassment, sexual violence, and complaint processing and resolution
  • Collaborates across ABSS to develop and implement goals, objectives, and priorities for Title IX; actively promotes the services provided; assists in determining budget needs; reviews, revises, recommends, and administers policies and procedures.
  • Receives, analyzes, processes, and responds to inquiries and alleged complaints from staff, students, and third parties in a timely and equitable manner, including, but not limited to, complaints of sexual misconduct, sexual and/or gender-based harassment or discrimination, stalking, dating violence, domestic violence, bullying, sexual assault, and gender identity; collaborates with District Human Resources on all employee-related matters.
  • Maintains a database to organize, manage, and track incidents; keeps investigatory files, Title IX grievance files, disposition reports, and other records pertaining to harassment and discrimination cases; ensures that complaint, investigation, adjudication, appeal, and sanctions documentation is thorough and kept confidential within the specific standards and timeframes per ABSS and NC Department of Public Instructions policies and procedures, or applicable laws.
  • Collaborates with the Chief Human Resources Officer to create and implement training and development programs, as well as employee orientation programs, to meet the needs of professional and organizational development in relation to Title IX compliance and best practices. 
  • Provides ongoing consultation with all employees regarding Title IX requirements, compliance, and grievance resolution.
  • Gathers evidence and investigates incidents and complaints reported as Title IX violations filed by students, employees, volunteers, or parents.
  • Coordinates supportive measures and accommodations with departments and divisions throughout the district.
  • Provides resource referrals to students and staff involved in investigations.
  • Remains knowledgeable of federal and state laws and regulations, and trends within public education related to sexual harassment and other discriminatory practices.
  • Ensures a fair, timely, and well-documented investigative process and maintains accurate and thorough records and notes of the investigatory process.
  • Ensures comprehensive written investigation reports that clearly identify the issues investigated, identify all relevant policy, and summarize all relevant evidence.
  • Tracks trends and makes reports addressing systemic problems relating to complaints..
  • Follows all rules, policies, and procedures of ABSS, along with state and federal regulations pertaining to sexual harassment and discrimination issues.
  • Maintains confidentiality and professional relationships in dealing with sensitive, complex civil rights, legal and human resource issues and situations.
  • Listens, identifies, elicits, and distills essential information needed to assess and resolve problems and issues.
  • Treats all individuals engaged in the complaint process with sensitivity and neutrality and exercises a high level of confidentiality.
  • Manages multiple, ongoing, and complex caseloads of Title IX-related incidents and complaints.
  • Ensures staff and student-protected information and records are kept confidential and handled in compliance with all related policies and procedures
  • Stays abreast of emerging government regulations.
  • Ensures ongoing compliance with Title IX by collecting and analyzing data, writing comprehensive reports, and maintaining records of investigations.
  • Oversees and coordinates investigations, responses, and resolutions to complaints, and collaborates with District and school-based administration to identify, resolve, and prevent potential violations of the District's Non-Discrimination policies and address systemic problems.
  • Disseminates District policies related to equal employment, anti-harassment, and discrimination.
  • Advises on procedures/processes to guarantee prompt, internal, and impartial resolution of cases of alleged discrimination, including those related to sexual harassment and racial harassment.
  • Investigates complaints of discrimination, keep track of reports and complaints, identify patterns of harassment/discrimination, and provide training to District personnel.
  • Ensures the school district’s continued compliance with Title IX of the 1972 Educational Amendments Act and subsequent federal guidelines.

  

ADDITIONAL JOB FUNCTIONS: 

  • Recommends revisions to policies, procedures, and operational guidelines to improve and clarify processes.
  • Assists with Human Resources departmental data collection and completion of local, state, and federal reporting.
  • Performs other duties as assigned.
