Job Description: Exceptional Children (Special Education) EC Lead Compliance Specialist

 

Purpose: Under limited supervision, performs a variety of supervisory and administrative tasks in coordinating, monitoring the successful implementation of district initiatives for compliant programming as aligned with the North Carolina Standard Course of Study and Extended Content Standards. Ensure district compliance with state procedures and federal law regarding the referral, identification, IEP development, placement, and services provided to students in Exceptional Children’s programs.  The position is to oversee program compliance; informing district and school based staff of the implications of any changes, and ensuring alignment as it relates to students with disabilities.  The position is responsible for working directly with district and school based staff in developing strategies and techniques for assessing and increasing achievement aligned with compliance regulations for students with disabilities.  This position may assist in the supervision of Exceptional Children Department staff (Program Facilitators, Leads, Specialist or other).

  • Exceptional Children Director and/or designee

 

Education, Certifications, Qualifications and/or Experience Required:

  • 3 to 5 years of experience working with special education either as a teacher or in an administrative capacity; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
  • Licensure in Special Education or Related Field. Preferred Master’s degree in special education, psychology, related services, or a related field, 
  • Experience with providing compliance auditing, reporting and data collection for students with disabilities. 
  • Experience with Every Child Accountability Tracking System (ECATS) and data management skills with NCEdCloud 
  • Such alternatives to the above as the Board finds appropriate and acceptable

    • Demonstrate knowledge of current special education program state and federal regulations.
  • Maintain the dignity, privacy, and confidentiality of all students with disabilities, families, and school personnel  
  • Establish and maintain professional, collegial, and appropriate relationships with school personnel, students, and their families 
  • Demonstrates flexibility, cooperation, and openness in scheduling activities throughout the day for growth and willingness to contribute in a team approach
    • Demonstrate ability to use conflict resolution and crisis intervention skills. 



Under the supervision and guidance of the certified instructional team Essential Functions and Skills:

  • Serves as district department data manager in special education systems such as Every Child Accountability Tracking System (ECATS) and NCEdCloud
  • Supervision for ensuring compliance of the implementation of required federal, state and local policies and procedures affecting students with disabilities, legal, and ethical practices and services 
  • Manages and coordinates of the EC database Every Child Accountability System (ECATS)with NCEdCloud. 
    • Facilitates data collection for required federal and state reporting Indicators (such as federal personnel, 7, 11, 12, 14, etc)
  • Manages and coordinates Medicaid funding reimbursement to include systems and in collaboration with Finance of the Medicaid billing services (fee for service- district reimbursement).
  • Facilitates student record audits for the purpose of maintenance of records or related to due process procedural timelines.
    • Monitors and audits IEPs and EC paperwork for compliance and quality. 
  • Works with staff for corrective actions related to dispute resolution
  • Coordinates and facilitates data and reports submitted for NCDPI within  Every Child Accountability Tracking System (ECATS)
    • Establishes district protocols for meeting timelines for December and April child counts. 
    • Facilitates monthly compliance updates
  • Supervision of monitoring school compliance for initial placement within 90-day timeline, annual reviews, reevaluations and IEP required components.  
  • Works with district specialists, school administrators and case managers to interpret compliance as a process for supporting teaching and learning. 
    • Collaborates with district support and school teams to assure that the IEP Team is constituted and functions in accordance with legal requirements. 
  • Attends regional and state level meetings as necessary 
  • Facilitates the planning and implementation of in-service education/ training programs for adhering to compliance regulations 
  • Facilitate district level meetings with various staff to include Coordinator, Specialist and/ or Program Facilitators/Leads 
  • Attends and/or facilitates IEP meetings as appropriate.
  • Prepares, submits and/ or presents required local, state and federal reports. 
  • Stays abreast of district and state policies pertaining to the content area and Serves on varying district level educational support teams for strategic planning of student success outcomes
  • Schedules and facilitates the annual compliance review and transition audit for federal, state and local reporting.
  • Maintains a thorough working knowledge of the current laws, regulations, guidelines and procedures governing programs and services for students with disabilities
    • Communicates this information to the Executive Director of Exceptional Children, related service leads or other impacted district staff
  • Performs other related work as required.

Terms of employment

  • Twelve-month position; salary in accordance with certification and placement on the adopted schedule
